Amenities at Lake Avalon Park include a boat ramp with courtesy dock, Lake Avalon Pavilion, horseshoe pits and restrooms. This is a great little lake with a wide access road and ample room for parking on the dam. Lake Brittany has a small watershed, clear water and relatively low natural fertility.

Lake Brittany has a history of yielding large bass every year, often 10 pound or larger. In , the lake yielded the largest fish sampled in the fisheries population samples — a bass weighing Brittany also boasts one of the best populations of the prized redear sunfish, yielding plenty of these large, pan-sized delicacies. Trout stocking began in December to create a winter fishery, providing members with enjoyable cold-weather fishing while the warm-water species lay dormant.

Completed in , Lake Norwood is one of the two smallest lakes in Bella Vista. Located at Town Center, Lake Norwood also is the most accessible lake and probably the most visited. During warm weather, this is a favorite lunch spot for members who enjoy the picnic tables overlooking the lake. Lake Norwood is particularly scenic due to the prominently wooded, steep shorelines and low housing density. This green-tinted lake is a fishing favorite for many, supporting impressive populations of bass, bluegill, crappie and catfish.

The courtesy dock at the park is heavily used by anglers and is often a hot-spot. Completed in , this small lake is a gem. This lake houses an extremely high density of largemouth bass and a good bluegill fishery, yielding beautiful pan-sized fish. Rayburn also houses a fairly unexploited population of good-sized catfish. The lake provides members a great place to ski, and offers boat or shoreline fishing.

Lake Windsor is a wonderful multi-purpose lake. As part of its review, the ministry visited other Tauranga sites either under construction or which were developed at a similar time to Bella Vista.

The report said the purpose of this was to identify whether all, or most, of the contributing set of circumstances evident in the Bella Vista development failure were present elsewhere, which might lead to a conclusion that there was a systemic issue within the council. The ministry said it did not find evidence of a systemic issue, "that is, it did not identify as part of its review other Tauranga sites … that had all, or most, of the contributing set of circumstances".

However, the ministry did find some, but not all, of the same issues were evident to some extent in two other properties unrelated to Bella Vista, which were constructed in the same period. The ministry said some, but not all, of its comments and conclusions on why the council failed in the performance of a number of building control functions regarding Bella Vista, were also applicable to the council's oversight of those other two, unrelated properties.

It said the owners of those two properties had active determination applications with the ministry in relation to particular decisions of the council, and other issues from those properties had been raised separately with the council.

The ministry noted in its report that the council had already made process improvements to prevent similar failures happening in the future. However, it has also set out a list of requirements for the council in the report, which include:.

The ministry said it would revisit the council within the next six months and the council is required to provide a further update on progress within 12 months.
